Carlos Olivares - Healthcare Leader in Community Health Solutions

Carlos Olivares is an experienced healthcare leader who has spent his career managing care and community health. Over 25 years ago, Carlos Olivares co-founded the Community Health Plan of Washington (CHPW), one of the nation’s first community-owned managed care plans specializing in at-risk contracts. He has worked with Community Health Centers (CHCs) to develop sustainable healthcare solutions to improve access and outcomes for underserved communities.

Mr. Olivares earned his degree from Pepperdine University and began his career in health administration in California. After moving to Washington, he became the CEO of Yakima Valley Farm Workers Clinic (YVFWC). Under his leadership, the clinic grew into a network of 35 locations in Washington and Oregon, offering a variety of medical, dental, behavioral health, and community services. His work managing care contracts helped expand YVFWC’s reach to over 100,000 patients.

In addition to his leadership roles, Carlos Olivares has consulted with several healthcare organizations, including Equiscript Pharmacy Solutions, where he helped CHCs generate revenue through 340B programs. His consulting work also includes projects on pharmacy automation, maternal care systems, and provider compensation reforms. Mr. Olivares continues to advocate for community health and education, contributing to initiatives that support underserved populations across the US.
